The distinctive 'snail-shell' curls of hair refer to a traditional story which tells that when the Buddha finalized his rejection of his princely life by shaving his head, his hair sprang back into tight curls, which never needed to be cut again. The cranial bump, signifying the Buddha's former princely life and his great wisdom, is in this style represented by a flame, signifying his enlightenment.
